This machine, with its overall concept, was based on the Do 217, which at that time was in an advanced prototype stage. It was a twin-engine, cantilever, high-wing, all-metal structure with a pressurized flight deck and a retractable three-wheeled undercarriage with a tail wheel. The fuselage was structurally divided into four parts, the first of which was a richly glazed, fully removable pressure cabin for 4 crew members. The low priority of the Do 317 program undoubtedly influenced the pace of construction works. The first prototype of the new bomber, designated Do 317V1 and coded VK + IY, was not tested until September 8, 1942. and the plane did not have any weapons installed yet. Much higher hopes were attached to the Do 317B version, which was then in the mock-up stage. However, still in 1943.
